When I exclude some syncing accounts or categories from display, they disappear in contact list, but when I make search, they appear again. Also, excluded contacts should not appear in "Phone". So, when I receive a call from Jerry who's contact appears only in my excluded account, phone should not display "Jerry" for me. Just raw number.

if you are having a contact in any account, which is calling you, then it will show the contact name.
in all other tabs they will not be visible (excluded if a merged contact would match a "hidden" account, then you will see the account icon for it (if setup to show the contact icon)
all other are hidden, and this is wanted.
if you don't want to have contacts i your SIM or whatever, then remove them - so i mean it is a case os keep your system clean.
