Action silence in call filtering not working

I want calls from some numbers to be silenced but not rejected.

So I've set call filtering:
I added a new Rule:
Action: SIlence
Filter type: Number filter
Number filter: the exact phone number
but the call rings as normal.
I tried with
Filter type: Group filter
and added the contact to the group but no joy.

The exactly same number put in Blocklist and the call is rejected as it should be.

yes, it works in Blocklist.
But in an added new Rule it doesn't.

I've forgot to specify I have Lollipop on Note 3 (SM-N9005).

Please try other Action: Block

a Rule is showing only this Actions:
Intercept
Allow
Silence

I don't see a Block action

with Action Intercept the call is blocked.
If I change again to Action Silence is not working, the call is ringing.

This feature is based on hidden API, does not seem to work on your phone. can you read the system log?

This feature and the root does not matter.

Please try to read the log when a call and when should be SIlence.

when I try to attach a file
logcat.log
or
logcat.txt
I get everytime "Invalid file extension: logcat.log"

filter silence is working with that beta.
