Call filter can not send SMS when group is involved

Hi, sms send is failing while call filter blocks a contact from specific group. However it works when a specific number is set. I use DWP Pro 3.1.1.5

DWP tries to send sms to some garbled number. The 420 is Czechia, but %2B should be just +.

Settings of DWP are default, nothing was changed.

I can reproduce a issue everytime on this version, so it never worked. However, the older versions were mostly allright. I mean, I've seen this particular error before, but it disappeared somehow. Unfortunatelly, I can not rememeber what I've done.
