firewall call filter help

Hi,
could you describe how are the filters in firewall settings evaluated? If you have more filters, they are evaluated from top to bottom, or how? the filter which ALLOWs some numbers or groups means, that all the rest will be INTERCEPTED?
Some small intro would be appreciated.
for example:
i would like to have something like this:
CLOSE FRIENDS - group of really close friends
FAMILY - group of family members
VIP - group of VIP customers
CUSTOMERS - group of standard customers
BLOCKED - spam calls
of course I have another groups, which means that there are the numbers which are not in any of the groups above
BLOCKED and Anonymous calls should be intercepted all time (easy filter)
Then I want to allow only some of the groups above. So I thought I will make one filter to intercept ALL calls, and the ALLOW filters for each of the group above. So it will be ease to enable only the groups I want. But it doesn't work :-/
