Cant receive sms.

I am having an issue. I have the Alcatel Authority, Rooted, Bootloader locked, No cwm, etc.. My service was off(had more important bills) I was using GrooveIP for internet calls and Google Voice for texts. And I had checked out DW Contacts & Phone(didn't care for it back to stock). Now, My service back on. And I can't receive texts unless I call out. Can someone tell me maybe why and if I can fix it? I have done *228 several times. I have re-installed FotaApp.apk from Tibu(made backup same day rooted) several times even the messageing app. Please help me fix this. I'm tired of calling time & temp just to get texts to come .. Thanks..
