Call filter behavior

Hello.
I`d like to ask a question about Call filter behavior.
For now I have about 200 numbers in my "Block list" and every incoming call from one of those numbers blocked(droped) by DW and silence(mutes) the ringer. After "Call filter" action the ringer remains muted.
Due to muted ringtone I am missing all following calls not only from "Blacklisted" numbers
Is there an option to amend this Call filter behavior?
Have I to add all my Blocklist numbers to new created group and then create new rule?
How can I do it without creating about 200 new contacts( I know only phone numbers and I do not know either the First name or Last names)

P.S. For all those numbers I want to drop(and mute those call only) without muting ringtone for following calls,
P.P.S. It may be important- I have Shush! application installed on my Nexus 5. The Shush! application activated when I silence my ringer using the "Volume -" button(the same action DW Blocklist does when droping the unwanted calls)
