Scroll bar side position & sms default program

Hello
I've got 3.0.4.2 installed
Faced with a trouble locating scroll bar on the left side of the screen. I guess it appears there when i try to scroll in the very left half-side of the screen. Cause if i do at the right part, the scroll bar appears to the right
So is it possible make appear at the right side every time wherever i scroll it?
The second question:
Previous releases was good, but now once i open contact detail and click on the tel number it invokes default sms send window instead of choosing call number suggestion. And i didn't found any option for that. Is there any?
