Android 7.0 on a Moto G5 and 7.1.2 on a Pixel C tablet. Two bugs...
1) In Contact Details long press a number, Create Shortcut to Home Screen/Direct Dial. NO shortcut is created. If you select Direct Message then a shortcut is created. This bug is not present in Android 5.1.
2) I tried to get around this bug by long-pressing the Contact in the Contacts Display, then... More/Create shortcut to Home screen. This does place a shortcut but it points to the default/stock Contact Details display instead of the required DWP Contact Details. This bug is also present in Android 5.1.

1) Looks like a bug in android. In android 8.0 has been fixed.

Is it possible to implement such behavior of desktop created shortcut? Tap on shortcut => call contact`s default number or open contact`s phone numbers list instead of display DW Contact details?

You can implement the first function by creating a shortcut to dial a phone number directly.
These two functions can be achieved if you use the contact widget.
